Dem. Challenger Concedes U.S. House Race to Rep.
Hayes in N.C. After Initial Hand Recount

CHARLOTTE, N.C. Nov 29, 2006 (AP)— Democrat challenger Larry Kissell conceded
defeat Wednesday to Rep. Robin Hayes, after the initial phase of a hand recount
showed the result was not likely to change.

Kissell conceded even though only five of the 10 counties in the district had
completed the hand recount of sample precincts that he requested. He picked
up 2 votes, but would have needed a total of about 10 votes to trigger a full
recount.

"After today's recounts, I offer Congressman Hayes a belated congratulation for
his victory now that the votes have been counted," Kissell said in a statement.
He also said he was starting his 2008 congressional bid immediately.

The race, which Hayes led by just 329 votes out of 121,523 cast following a
machine recount last week, is one of the nation's last unresolved elections
for a U.S. House seat.

4. That's a shame
I've been hoping for some of the undecided ones to go our way just to strengthen our margin a little more. This one, NM-01, and FL-13 are the biggest disappointments because they're ending up to be such close losses (well, unless something changes in FL-13) but they're still all impressively close races.

which leaves 6 undecided. These include OH-02 and OH-15 which are close, but have the Republican incumbents leading by margins that seem unlikely to be overcome; NC-08, in which the Democrat just conceded in a very close one; FL-13, in which the Republican narrowly leads, but in which voting problems- which hurt the Democratic candidate substantially, it appears- are being (hopefully) looked into; and LA-02, which is still undecided because there are two Dems going into a run-off in early December, but it's still a guaranteed Democratic seat. Then there's TX-23 which will also have a run-off in early December, between incumbent Repug Henry Bonilla and Democratic former Rep. Ciro Rodriguez. The make-up of the district has been changed because it got in trouble for Delay-engineered civil rights violations, so Rodriguez may have a chance of unseating Bonilla; I haven't seen any polls on a Bonilla-Rodriguez face-off yet.

So, unless there is a re-vote declared in FL-13 (which I'd love to see, but seems very unlikely), it looks like the House will be 232 Democrats to 203 Republicans if Bonilla holds on in December or 233 Democrats to 202 Republicans if Rodriguez is able to defeat him.
