Administration Withdraws Airlines Plan

Rebuffed by a Republican-controlled Congress, the Bush administration withdrew
its plan to give foreign investors more management control of U.S. airlines.

The decision cast doubt on the future of U.S. negotiations with the European
Union to draft a new treaty governing air travel between the two, but new talks
on that pact were set Tuesday for early next year in Brussels.

Withdrawal of the proposal to expand foreign management control of U.S. carriers
was announced Tuesday by Transportation Secretary Mary E. Peters. She acted
after reviewing public comments about the proposal, including votes by both the
Senate and House this year to prevent the plan from going forward.

"The department needs to do more to inform the public, labor groups and Congress
about the benefits of allowing more international investment," Peters said in a
written statement.

Constantly giving away our jobs, our ownership, our rights, our soldiers, our treasure to foreigners, Bush must take these extreme measures to pay for his war.
