Rice pledges support to Russian activists

MOSCOW (Reuters) - U.S. Secretary of State Condoleezza Rice told Russian human rights activists on Saturday she wanted to help them build institutions to protect people from the 'arbitrary power of the state'.

The meeting could irk the Kremlin, which is sensitive to Western accusations it is rolling back democratic freedoms and suspects foreign governments of trying to influence the outcome of next year's presidential election.

Rice told eight human rights leaders she wanted to hear about their efforts to protect freedoms in Russia.

"I am quite confident that your goal is to build institutions that are indigenous to Russia -- that are Russian institutions -- but that are also respectful of what we all know to be universal values," said Rice.

She said these were: "The rights of individuals to liberty and freedom, the right to worship as you please, and the right to assembly, the right to not have to deal with the arbitrary power of the state."

Rice has never been heard discussing the individuals rights and liberty and freedoms of the American people, huh?

Ya just can't make this kind of stuff up;
The United States and other Western governments are concerned about democracy, human rights and civil society in Russia under President Vladimir Putin.

He has centralized power and mounted a huge security operation in Chechnya. Television, main source of news for most Russians, has been brought under tight Kremlin control with Putin's opponents rarely given access to the airwaves.

Opinion polls though show most Russians back Putin's tough style of rule.

MOSCOW, Russia (AP) -- The Russian government under Vladimir Putin has amassed so much central authority that the power-grab may undermine Moscow's commitment to democracy, Secretary of State Condoleezza Rice said Saturday.

U.S. Secretary of State Condoleezza Rice listens at a news conference in Moscow on Friday.

"In any country, if you don't have countervailing institutions, the power of any one president is problematic for democratic development," Rice told reporters after meeting with human-rights activists.

"I think there is too much concentration of power in the Kremlin. I have told the Russians that. Everybody has doubts about the full independence of the judiciary. There are clearly questions about the independence of the electronic media and there are, I think, questions about the strength of the Duma," said Rice, referring to the Russian parliament.

Telephone messages left with Kremlin spokesman Dmitry Peskov were not immediately returned Saturday evening.

WASHINGTON — The Bush administration's failure to win Russia's consent to install U.S. missile defenses in its European backyard and a growing list of other disputes suggest that President Bush and his aides have misread the man whose "soul" Bush thought he'd divined when they first met six years ago.

Bush's strategy on Russia assumed that Russian President Vladimir Putin embraced democracy, wanted integration with the West and sought a "strategic partnership" in which Moscow would acquiesce to U.S. policies such as NATO expansion. Feuds could be resolved through the close personal relationship that Bush believed he had with his Russian counterpart.

Instead, fueled by record oil and natural gas prices and resentment of what he lambasted in February as Bush's "almost uncontained hyper use of force," Putin has led global opposition to the U.S. war in Iraq, hosted Palestinians on the U.S. list of terrorist groups, sold anti-aircraft missiles and other arms to Iran and stymied Bush's drive to tighten U.N. sanctions on the Islamic republic for refusing to suspend uranium enrichment.

The Kremlin has steadily increased spending on defense modernization and revived symbolic long-range aerial reconnaissance patrols toward U.S. and European airspace.

Have such SEVERE problems with "projecting" their own attributes onto everybody they don't like that it's amazing that they are even minimally in touch with reality. Everytime I hear them make comments like this, I keep thinking about Jeff Gannon/Guckert's infamous question (paraphrasing) to Bush about working with people whom are completely out of touch with reality. THAT is a question that somebody should ask members of our own party IMHO.
