CQ: Surveillance Bill Will Go to Senate Floor Next Month

Tim Starks of Congressional Quarterly reports that Senate Majority Leader Harry Reid (D-NV) plans to bring the Senate's surveillance bill up for floor debate in mid-November. That's despite the hold that Sen. Chris Dodd (D-CT) plans to place on the measure -- something first reported by Election Central's Greg Sargent.

The Senate intelligence committee is still marking up the bill behind closed doors, according to staffers. A joint statement from committee leaders Jay Rockefeller (D-WV) and Kit Bond (R-MO) will follow when the mark-up concludes, but that may not occur today.

3. So there are two options that Reid can assume.
The almighty 'hold' only has two real purposes: It goes on record saying that any vote by unanimous consent will fail (because the hold-placer has indicated he'll vote against it); it states that the hold-placer has an objection and, under Senate rules, will let the chair know what those objections are so that he can either obtain more information to resolve his objection or (maybe) find a compromise.

So, Reid's two options are:

1. He takes it to a vote and it fails.

2. He takes it to a vote and it passes.

Notice that the two options are precisely what he'd have without the hold, as long as he avoids unanimous consent.

6. Reid pushes Senate to Pass it as they run out for TG Recess and House under pressure
is forced to pass the new "mark up Bill" without reading it as they run out door for Recess.

Isn't this what happened before the August Recess? Reid Promised Senate would stay as long as it took to do FISA and then he cut and ran and dumped it in Pelosi's lap and she threw it off her lap like hot potato and it was passed and done with as they ran out the door for recess.

When we found out what was in the bill we got angry and howled and carried on and they said "Wait...We Will Fix It"... Now it seems "Fixing It" is the same old trick...!

The same EXACT thing that he's been doing since the very first day he became minority/majority leader.

It wasn't difficult at all to predict his behavior at the time- and the past several years have shown him to be a far right enabler over and over again.

I'm supporting Chris Dodd in his intention to filibuster telecom immunity: http://chrisdodd.com/immunity

Dianne Feinstein is my Senator. I've sent emails to her demanding that she oppose telecom immunity.

In addition, I've sent the following fax to each Judiciary Committee member. This is the version I sent to the Democrats on the committee. For the Republicans, I eliminated a few phrases:

Dear Senator XXX:
I am a Democrat and a voter. I was born in 1949, and have voted Democrat in every election since I became eligible to vote.

It is imperative that you oppose any legislation that includes retroactive immunity, or immunity of any kind, for telecoms.

There is no wiggle room here. We must have a strong FISA law, and absolutely no amnesty for telecoms.

This is very important. Let me repeat this:

No amnesty for telecoms!

Many people are watching you on this. Don’t cave in to George Bush.
