Georgia's president signs cease-fire declaration, diplomats now taking document to Moscow, Finland's foreign minister tells CNN.

TBILISI, Georgia (CNN) -- The European Union's efforts to mediate a cease-fire between Russia and Georgia stepped up Monday, as French President Nicolas Sarkozy announced plans to fly to Moscow to meet with Russian President Dimitri Medvedev.

The foreign ministers of France and Finland were to make their way to Moscow on Monday evening after spending Sunday in Tbilisi meeting with Georgian officials.

Sarkozy's office said he decided to travel to Russia after talking Monday with Medvedev and Georgian President Mikheil Saakachvili.
