TBILISI, Aug 15 (Reuters) - Georgian President Mikheil Saakashvili on Friday said he had signed a ceasefire agreement ending hostilities with Russia over the breakaway region of South Ossetia.

"Today I signed the ceasefire agreement," he said, speaking outside the presidential palace in Tbilisi, flanked by visting U.S. Secretary of State Condoleezza Rice.

Saakashvili blamed the West for failing to react strongly enough to previous Russian military moves and for failing to grant his Caucasus country membership of NATO.

PARIS, Aug 15 (Reuters) - French President Nicolas Sarkozy on Friday welcomed Georgia's signature of a ceasefire accord ending hostilities with Russia and said the way was clear for a U.N. Security Council resolution to end the crisis. "The President of the Republic considers that the conditions are now in place for the rapid adoption of a resolution by the Security Council and the definition of an international mechanism which will be charged with overseeing the implementation of the agreement on the ground," Sarkozy's office said in a statement.

Russia, a permanent member of the Security Council, has the power to veto any resolution.

TBILISI, Georgia - Georgian President Mikhail Saakashvili said Friday that he had signed a cease-fire agreement with Russia, but that he would "never, ever surrender" in a showdown with Moscow over two pro-Russia separatist regions.

Secretary of State Condoleezza Rice, standing beside the pro-American Georgian leader, said she had been assured that Russian President Dmitry Medvedev will sign an identical document. "With this signature by Georgia, this must take place and take place now," she said.

An emotional Saakashvili, speaking hours after President Bush accused Russia of "bullying and intimidation" against Georgia, also accused the West of inviting Russian aggression by denying Georgia a door to NATO membership.

The cease-fire signed by the Georgian leader requires Russia to withdraw its combat forces from Georgia but allows Russian peacekeepers to remain in South Ossetia and conduct limited patrols outside the region.

We'll see. I wouldn't be surprised of the Russians turned her plane around mid-air.

Oh BTW she doesn't have access to the normal SoS 757-Cheney was using it for a fundraiser-she is flying in a smaller model.

TBILISI, Georgia - A reluctant Georgian President Mikhail Saakashvili said Friday he signed a cease-fire agreement with Russia and declared in the presence of the chief U.S. diplomat that the West had behaved in ways that invited the invasion.

Secretary of State Condoleezza Rice said she had been assured that Russian President Dmitry Medvedev will sign an identical document. The United States says the pact protects the former Soviet republic's interests despite concessions to Moscow.

"With this signature by Georgia, this must take place and take place now," Rice said. She did not say what, if anything, the United States would do if Russia defies the truce. Near tears at times, Saakashvili said ........

MOSCOW, Aug 15 (Reuters) - Russia wants to see the Georgian president's signature on a peace plan before it makes any moves in the conflict between the two countries, Interfax news agency quoted an unidentified Foreign Ministry source as saying Friday.

"Until we see the signature of (Georgian President) Mikhail Saakashvili on the document, we will have nothing to comment on," Interfax quoted the source as saying.
