Peru's entire cabinet resigns over scandal

LIMA - Peruvian President Alan Garcia accepted Friday the resignation of his entire 13-member cabinet, in a bid to avert an opposition censure resolution in Congress over a oil-industry kickback scandal.

"The president has accepted our resignations presented to him on Thursday, and will proceed to reshuffle the cabinet," outgoing prime minister Jorge Del Castillo told reporters at government headquarters.

The kickback scandal has been roiling since nine audio tapes were leaked to news media covering backroom negotiations between government officials, a former congressman and a top oil baron, in a bid-rigging scheme to have Norway's Discover Petroleum win five oil exploration concessions last month.

The political crisis coincides with Garcia's very low, 20 percent approval rating in opinion polls. Garcia is mid-way through his second five-year term in office, which ends in 2011, after serving as president in 1985-1990.

3. Shit, our entire government is an oil kickback scandal
Oh to be in Peru now that-- well I guess they're still corrupt and our national nightmare is ready to end. Sounds like a promising sign at least, though.

with the peoples' treasury to...um...let's see, Paraguay is out. They elected a leftist--the beloved "bishop of the poor," friend of Rafael Correa, Evo Morales and Hugo Chavez--and rescinded their non-extradition law and their immunity for the U.S. military. Paraguay is no longer a haven for absonding fascists. Where can Garcia and his "little Bushies" cabinet escape to? Argentina? Nope. Gone leftist, too. Brazil? Leftist. President, like Argentina's, is also a friend and ally of Chavez and the Bolivarians. Notable: Leftist = good government. Brazil had a bit of a scandal a few years back, but it didn't touch their popular, former steelworker president. And the rest of them look like goddamn saints next to our Bushwhacks and their two pals in South America, Allan Garcia in Peru, and Alvaro Uribe (former Medellin Cartel) in Colombia. Natch, the Bushwhacks pick the two worst leaders in the hemisphere--and maybe the world--to be all palsy walsy with in their foreign relations.

Let's see. Uruguay? Gone leftist. Nicaragua? Gone leftist. El Sslvador? Going leftist soon. Honduras? Ah, John Negroponte's "death squad" staging area. But, hey, wait! Honduras just joined ALBA, the Bolivarian trade group, and is going, going, almost gone leftist. Guatemala? Where Reagan's guys slaughtered 200,000 Mayan villagers? Surely Guatemala would welcome an absconding piece of crap like Garcia. Nope, nope. New progressive government, don't know yet how leftist. Social justice agenda. Real good guy as president. OK, Mexico. Yeah, Mexico could certainly find a place for the very, very corrupt ex-president of Peru.

But, really, the Grand Prize as haven for rich, thieving, absconding fascists, and their assorted body guards and hit squads is right here in the good 'ol "land of the free, home of the brave."

So, expect to see Alan Garcia in Miami soon, with two Jaguars in the driveway (like "Guido"). Where else?

10. Peru really seems to be in trouble - Fujimori, cat-eating,oil scandals,.... Yukk.
That country is definitely off my list for any SA trips.
