US detainees balk at Palau move

The US has 50 to 60 detainees whom it has been unable to repatriate
Five of 13 Guantanamo detainees from China do not want to be moved to the Pacific state of Palau, officials say.

A presidential spokesman in Palau said the five, from the Muslim Uighur ethnic group, had expressed concern that Palau could not protect them from China.

Palau has agreed to a US request to temporarily resettle the Uighurs, after the Pentagon determined last year that they were not "enemy combatants".

The tiny Pacific nation does not have diplomatic relations with China.

Instead, it has developed strong ties with Taiwan, which Beijing regards as its renegade province.....

at Gitmo, I don't blame them for worrying that they won't be safe in Palau. :(

13. Never said that.. MY list was the BUSH list for Iraq.. Obama was not president
when Bush started the Iraq war.. where ya been :rofl:

Personally, I think WE should take ALL of them, try them all legally, and let the chips fall where they may.

There's a thriving prison industry all over these days, Either these are well-run, safe places or they should all be closed too..

The whole "where will they go" exersize is just another republican strawman to keep people chasing their tails and wringing their hands.

To believe that "those people" are as "scary" as they've been portrayed, is to also believe that there "was" a coalition of the willing, and that the reasons for invading Iraq were valid..:puke:

Possibly MOST of the Guantanamo prisoners were just people swept up as the US offered cash bounties to poor people.

10. Guantánamo Uighurs fight Palau move

The tropical south Pacific islands of Palau, a place so languorous even jellyfish have lost their sting, is proving insufficiently alluring to 12 Chinese Uighur men who have spent the last seven years locked up at the US detention centre at Guantánamo Bay, Cuba...Johnson Toribiong, Palau’s president, this month announced he would accommodate 17 Uighurs who US officials have sought to resettle in the US or overseas for several years after both military and court decisions that the men, captured after the Nato invasion of Afghanistan, posed no threat and should be released.

Four of the Uighurs subsequently departed for Bermuda instead last week. Of the remaining thirteen, only one has expressed keen interest in Palau and five declined to meet last weekend with an official delegation Mr Toribiong sent to interview the men.

“Those we did interview were concerned that Palau had no army or navy to protect them and so they could be arrested by the Chinese authorities,” Mr Toribiong told the FT on Tuesday. “We advised them that although Palau doesn’t have a standing army or navy, they would be safe as we are under US protection but they were concerned about the smallness of the islands and the closeness of Palau to China.”

Beijing has demanded that the US repatriate the Uighurs, a Turkic Muslim minority from the north-western Chinese region of Xinjiang, arguing that they are terrorists attached to a separatist movement. China has no diplomatic relations with Palau, which has been receiving substantial aid from rival Taiwan for the construction of a new capital in the midst of a jungle clearing...Washington has refused to repatriate the men to China on the grounds they might be tortured or executed. Until this month, the only success the US has had in relocating the Uighurs was in getting Albania to take five of the men in 2006.

"Mr Toribiong has said his decision to accept the detainees was a humanitarian gesture and has forcefully denied that it was tied to the upcoming review of the Compact of Free Association under which the US gives large sums of aid to Palau, which it formerly controlled under a UN trusteeship."

Or indentured servants. Palau treats foreign workers like shit. They will be a permanent underclass.


As someone who lives there, I can confirm that it's a tropical wonderland richly deserving of its status as a scuba diving Mecca. But for the Uighurs, life in Palau may be no better than it's been for former Guantanamo detainees in places like Albania and Tunisia. In describing their new home, Beck left something out: The Uighurs will very likely run afoul of Palau's nasty chauvinistic streak, which most grievously affects the marginally skilled foreign workers who make up one-quarter of the country's 20,000 inhabitants.

If you don't believe me, try buying a house here. Just kidding! As a foreigner, you're constitutionally banned from owning land. Instead, why not open a business? Just make sure it's not a travel agency, scuba diving shop, grocery store, or any other type of retailer or wholesaler, since these are the exclusive domain of Palauans. (Of course, for the right price, you might find a local "owner" to partner with, but make sure it's someone who won't suddenly become a strict interpreter of Palauan statutes.) Legislation passed by the Senate and awaiting House action would also rule out work as an airport greeter, taxi driver, and tour boat operator—and, cherry on top, a separate bill also passed by the Senate would bar foreigners from fishing without a Palauan chaperone. Marrying a local could help, but bear in mind that citizenship is granted only if you have Palauan blood. (Last year, voters rejected a constitutional amendment that would have allowed foreign-born children adopted by Palauans to become eligible for citizenship. The ballot included 22 other amendments, all of which passed.)

Making things worse for Palau's foreign underclass (which may soon include the Uighur detainees) is a series of unjust labor laws. For Palauans, the minimum wage is $2.50 an hour. For foreigners, it's $1 less—and often disregarded. Work contracts are also one-sided: When a foreigner quits his job before the end of what is typically a two-year term, he is forbidden to work again in Palau for five years. If his employer breaks the contract, there is no penalty.

The problem runs deeper than bad law, however. Palau was subjected to foreign rule for more than 100 years. In 1899, 15 years after the arrival of the first Spanish colonizer, the Germans bought the islands and enlisted the locals to mine phosphate and plant coconuts. After World War I, the Japanese claimed Palau, ratcheted up the forced labor, then, in the aftermath of World War II, ceded the bombed-out archipelago to the Americans.
