The sanctions are in place for a reason -- There were zero no votes and neither China, nor Russia abstained

That means the captain has to consent. NO Consent no search. Any other means of search on the high seas is considered an act of war. When it refuels the country where it is refueled might possibly be pressured by us to search it. But korea will say its an act of war by the proxy nation. This could lead to a serious conflict.

The Singaporean govt would likely give the US permission. By the time they unloaded in a place like Myanmar it would be too late.
