New bill takes aim at bullying of (California) gay students

California school districts would have to increase anti-bullying efforts under a bill introduced today in the state Assembly.

The measure, authored by Assemblyman Tom Ammiano, D-San Francisco, would require districts to create anti-harassment policies and programs that include bullying based on perceived or actual sexual orientation, if they don't already exist. They would also be required to have a system in place to ensure all reports of bullying are taken seriously and addressed immediately.

Ammiano's AB 9 is called Seth's Law, in memory of Seth Walsh, a 13-year-old gay student from Tehachapi, who killed himself in September.

An Assembly bill -- named in memory of a 13-year-old Tehachapi student who committed suicide reportedly after being bullied in school for being gay -- will be introduced today in an attempt to create an anti-bullying system at all California schools.

Assemblyman Tom Ammiano, D-San Francisco, said in a statement today that the proposed "Seth's Law," AB 9, will help create a safe school environment for all students, but in particular for lesbian, gay, bisexual, and transgender individuals.

The bill — co-sponsored by the American Civil Liberties Union, Equality California, National Center for Lesbian Rights and the Gay-Straight Alliance Network — pays homage to Seth Walsh.

"Each day throughout California, LGBT youth experience harassment," Ammiano said in a statement. "I am proud to introduce this bill in honor of Seth Walsh, which will give schools the necessary tools to prevent any young person from being bullied, harassed or worse because of their sexual orientation or gender identity and expression."

I say this because I was constantly bullied in grade school, and called "queer" several times a day for seven years -- junior high and high school -12th grade).

That was the worst insult you could hurl at someone. This was before the word "gay" was commonly used.
