WASHINGTON - Amid calls for his resignation, Defense Secretary Donald H. Rumsfeld drafted an apology Friday for not keeping Congress informed about abuses of Iraqi prisoners in U.S. custody, defense officials said.

And we're using taxpayer money, we don't know how much yet, we haven't gotten a bill. Oh, btw- did * mention, we need another $25B? cause we're running out of money, again!

Rumsfeld will apparently use that prop to underscore his assertion that the U.S. Central Command had disclosed the reported abuse early on.
