Officials arrest two fugitives wanted for torture, drug smuggling

In April 1999, an immigration judge determined Michael Fortuna, 47, was a human rights abuser linked to the Front for the Advancement and Progress of Haiti, a paramilitary group known by its Creole acronym FRAPH. An appeals board upheld that decision in 2002, and Fortuna fled.

He was arrested Wednesday at a Key West home and detained.
