July 12 (Bloomberg) -- President George W. Bush said his administration is resolved to fight terrorists to avoid future attacks, citing Libya's agreement to stop building weapons of mass destruction as evidence of progress. <snip>
<snip>The Kerry campaign said in a statement that Bush's effort to portray Libya's abandonment of weapons ``as a consequence of the Iraq war is on par with its repeated exaggerations of links between Iraq and al-Qaeda.'' <snip>
Bush is ``changing the story on Iraq and he's misrepresenting Libya,'' said Flynt Leverett, a foreign affairs analyst at the Brookings Institution, and former National Security Council director of Middle East Affairs in 2002-2003. ``The rationale he offered before the war was that Saddam Hussein has weapons of mass destruction and is linked to al-Qeada. They don't work.''
``Now he's trying to link it to the Libyans, when that was in fact a result of long, diplomatic negotiations,'' Leverett said in a telephone interview from Paris. <snip>
