Senator wants to change the way recalls work in state (CA)

Washington -- Sen. Dianne Feinstein, a leading opponent of the move to oust Gov. Gray Davis, wants drastic changes to the state's recall process, saying current law is deeply flawed.

She said she would like to see several changes made in the constitutional provisions allowing for a recall:

-- Require a specific reason for a recall apart from simply political differences.

-- Increase the number of voters' signatures required to put a recall on the ballot. A recall against statewide officials needs just 12 percent of those who voted in the last election. For local officials, recall proponents must gather signatures equaling 20 percent of the voters in the last local election.
