POMPANO BEACH, Fla. - A Republican former candidate for state representative and his campaign manager surrendered to a SWAT team after they barricaded themselves in an apartment to avoid eviction.

Broward County sheriff's deputies arrested Frank Crimi, 49, and Ed Heeney, 50, after the nine-hour standoff ended peacefully Tuesday in Pompano Beach.

Heeney ran for the House District 88 seat in Palm Beach County. He had never held state office, lacked the backing of his own party and was defeated Nov. 2 by incumbent Susan Bucher.

Heeney ran on an anti-homosexual platform. Crimi became Heeney's campaign manager late in the race and was once arrested on a charge of shooting off a police officer's finger.

Crimi lived in the apartment for about a year and a half, and had caused no trouble until a few weeks ago, landlord Alex Boldis said. Crimi had stopped paying rent, he said.

On Nov. 3, a sheriff's deputy posted the 24-hour eviction notice. On Tuesday, when Boldis and the deputy knocked, no one came to the door. Boldis tried to unlock it, but his key did not work. He drilled out the lock and found more barriers. The deputy called for backup.

Crimi told a negotiator his rights were being violated and insisted that he wanted to clear up the eviction. The SWAT team was called to the scene because police did not know whether Crimi was armed or what his intentions were, sheriff's spokesman Hugh Graf said.

Just before 7 p.m., a negotiator persuaded the men to come out of the apartment. They were taken away, but charges were not filed late Tuesday.
