SAN SALVADOR, El Salvador, Nov 11 (Reuters) - U.S. Defense Secretary Donald Rumsfeld arrived in Latin America on Thursday to press Washington's southern neighbors to tighten security cooperation to prevent a new terrorist attack in the Americas.

"We certainly believe that it's important for the region to have strengthened security systems and security arrangements that our country can be helpful in," Rumsfeld said, landing in the El Salvador capital on a trip that will take him to Ecuador next week to meet hemisphere defense ministers.

Rumsfeld called for better cooperation between militaries and police forces in accordance with each country's laws, stressing there must be "understanding (of) the nature of terrorism and narco-trafficking and how they can take advantage of seams" in security intelligence efforts.

On Rumsfeld's first foreign trip since last week's re-election of President George W. Bush, he will hold bilateral talks with defense chiefs from Argentina, Brazil, Chile and Bolivia in addition to a group session with Central American defense ministers.

CIA Officer Quits Job to Criticize Agency

WASHINGTON - A senior CIA (news - web sites) officer who has become an outspoken critic of the fight on terrorism turned in his resignation this week, citing a desire to speak more freely about problems in the hunt for Osama bin Laden (news - web sites) and the debate over intelligence reform.

Current government officials are rarely as vocal as Mike Scheuer, who wrote "Imperial Hubris: Why the West is Losing the War on Terror." But he called the decision to leave the agency after 22 years "entirely my own."


"I have concluded that there has not been adequate national debate over the nature of the threat posed by Osama bin Laden and the forces he leads and inspires, and the nature and dimensions of intelligence reform needed to address that threat," Scheuer said in a statement sent to reporters Thursday via electronic mail.


Scheuer's CIA assignments included running the bin Laden unit from January 1996 to June 1999. He hopes his experience and views will produce a more substantive debate.


This week, Scheuer ignored agency orders and began granting interviews about shortfalls in the hunt for bin Laden, the findings and recommendations of the Sept. 11 and the intelligence community overall.

16. Meanwhile this week, China signed energy and trade bills
with Argentina and Brazil. The Chinese even Lent a wad of money to Argentina and did not ask the Argentines to privatize anything.

Also this week, the Venezuelans and Colombians announced that they were considering plans to build an oil pipeline from Venezuela through Columbia to the Pacific, where the Chinese could load up the oil.

And we're sending Rummy to make nice? He'll be laughed out of the there.
