Now that 14 wise consensus-builders in the Senate have shaken hands and agreed to put off The Shootout at the Filibuster Corral for now, let's review the results of an earlier Senate handshake.

They're not encouraging.

On July 9, 2004, the Senate Select Committee on Intelligence issued its 511-page report on intelligence failures before the Iraq war. Its look at how unsubstantiated, fabricated and poorly sourced material became the conventional wisdom through misjudgments and mismanagement was damning.

Yet that report was just Phase One.

Questions about whether White House officials manipulated the intelligence to build the case for war were waved off to a promised Phase Two sometime after the November election...
