is to perpetuate its own existance. Governments work to keep themselves in existance first and foremost. The Church's main aim is to maintain itself as a structure. But, seriously, the reason for prison sex being allowed? Gosh, is it because they feel it lets them (the worst of the convicts) a way to release tension so they don't hurt the guards, or try to make breaks??? I really don't know, but of course, most of the prison rapes/sex aren't gay in nature. It's a way of releasing stress I would assume. The gay population at prison has to be similar to the regular population (5%-10%)
