What is the purpose of permitting prison rape?

"The most common justification for the indifference to the fate of prisoners is the pragmatic one, viz. that the widespread awareness of the possibility of being raped serves as a deterrent to crime. In reality, however, the effect is probably the opposite of that which our pragmatic is trying to achieve. The knowledge of prison horrors deters mostly the timid from displeasing the state; it makes prison more pleasant and therefore less intimidating for the ruthless and the depraved who commit rapes."

6. Same purpose as permitting prison gangs
It keeps the prisoners on each other's back and angry at each other so they'll hate each other more than they hate the guards, and won't form alliances and gang up on the prison authorities.

7. Institutions are never run for the benefit of the inmates.
They are always configured for the best convenience of the staff. This is true of hospitals, of schools and universities, and most of all of prisons.

8. Yes. You could argue that the first priority of an institution
is to perpetuate its own existance. Governments work to keep themselves in existance first and foremost. The Church's main aim is to maintain itself as a structure. And prisons (especially in countries which value retribution over rehabilitation) do a brilliant job of keeping themselves going ad infinitum, producing tens of thousands of graduates so demoralised and brutalised that a life of crime is all they are capable of.

But, seriously, the reason for prison sex being allowed? Gosh, is it because they feel it lets them (the worst of the convicts) a way to release tension so they don't hurt the guards, or try to make breaks??? I really don't know, but of course, most of the prison rapes/sex aren't gay in nature. It's a way of releasing stress I would assume. The gay population at prison has to be similar to the regular population (5%-10%)
