Democrats Push to Counter G.O.P. in Turnout Race

VINITA PARK, Mo., Oct. 28 — Democrats are pushing into high gear this weekend a sharply expanded campaign to get their voters to the polls, even as some party leaders expressed anxiety that Republicans would again out-organize them in the approximately 20 House and 3 Senate races that both sides agree will determine the outcome of the midterm elections.

{E}vidence of newfound Democratic attention to getting out the vote, an area of politics where the party once dominated, was on display here and in other parts of the country this week as turnout operations, many in the making for nearly two years, began to unfold their final 10-day plans.

The emphasis on this fundamental element of campaigns came as the two parties made final, frenetic decisions about where to put advertising money and other resources, with Democrats trying to expand the playing field and Republicans building defenses around what they hope will be enough House and Senate seats to cling to control of Congress. Democrats need to pick up 15 seats to win the House, a prospect of which they are increasingly confident, while facing the tougher task of winning 6 seats to capture the Senate.

Emboldened by polls showing rising public unhappiness with Republicans, Democrats tried to open new fronts in some unlikely places, including Kansas, where Nancy Boyda, a Democrat, is challenging Representative Jim Ryun, who is seeking a sixth term. The race is so overlooked nationally that some Democratic officials in Washington joked they would not have been able to name the Democratic challenger before this week.
