The detailed study, which will be made public soon, is not expected to find any senior military officials directly at fault. That conclusion however, is now almost irrelevant.
Which is worse, that the brass was culpable or oblivious? Both are unacceptable. The blindness of commanders adds yet another unappetizing ingredient to the stew of issues that need to be examined at both ends of Pennsylvania Avenue as well as across the Potomac River in the Pentagon.
