I know we are all supposed to move on, but I wanted to follow up on weird tales from Election Day in Philadelphia.

Charge: Vote Fraud in Philly. Voting machines are discovered on Election Day that already have several thousand votes recorded before the polls even opened!

That report, first posted on Matt Drudge's Web site, made the network news. Squads of reporters were dispatched to the divisions where the errant machines were said to reside.

Outcome: False. Neophyte poll watchers looked at what is called the "protective counter" on voting machines and assumed that votes had been rung up. But, as Voigt explained, the counter is an anti-fraud device that counts every vote ever cast on that particular machine. He likened it to the odometer on your car. The count those poll watchers saw was from previous elections

What proves the pre-vote votes were not in the totals?

a "counter" is interesting - but proves only that there were votes in the machine.

The explanation proves nothing without seeing the computer code and reading the EPROM's.
