The no child left behind act?
It appears that this means testing kids at an early age and then marking the "stupid" ones as not worth investment... and using the money only on the "smart" ones.

In my own life, i was sick the day kids were given the mentally gifted minor testing in california elementary school, and ended up grouped with the "dummies".. and spent years taking double courses to get back to where i should have been, and was still denied the advanced placement courses that other students were allowed to take because i was a "dummie" by not being in school one day at age 7.

What a euphemism "no child left behind". It means: "Declare poor kids worthless before they've been given a chance." How sick.

Perhaps you have a better knowledge of this. As a parent, does this not disturb you?

I wouldn't let it worry you too much. The principals and teachers don't like it (or Bush, for that matter), so they're fighting against this madness. Also, it's an unfunded mandate so there's no money to put it into place. Don't worry. It's just a lot of hot air.

3. It's even worse than that in practice.
Massive testing every year and holding schools accountable for the results of the tests leads inevitably to much teaching-the-test. This is at the expense of other more worthwhile classroom instruction. The way it works in Texas (the blueprint for the national program), most schools turn out students who are great at taking tests and not much else. And if a school system decides to buck the trend and not teach the tests, they're sucking around to have a voucher or "choice" system rammed down their throats because they're falling below the national norms for test scores.
