From the Politics & Policy section of the Wall Street Journal (p. A24):

White House Is Discussing Scenarios on How to Use Windfall in Comming Year

Washington - The budget deficit is shrinking even more rapidly than previously projected and that's already sparking a debate within the White House over whether - or how - to spend the expected Windfall.

The deficit for the current fiscal year will be as much as $20 billion to $30 billion smaller than previously estimated, according to soon to be released projections from the administration and congressional budget officials.

Let's make a contest out of it. Guess the year .....

4. No, Not Trick
I just wanted people to remember how good we had it, and how recently.

That article was dated December 18, 1997.
