Defying Labels Left or Right, Dean's '04 Run Makes Gains

TTUMWA, Iowa, July 25 — During a special live broadcast of the Vermont Public Radio program "Switchboard" before an audience of Iowa Democrats here, the host played two audio clips of his guest, Howard Dean.

The first, from Dr. Dean's 1999 State of the State address, delivered when he was governor of Vermont, was a staid, nonpartisan call to view all Vermont as one community. In the second, which came from the official kickoff of Dr. Dean's presidential campaign last month, you could practically hear fists flying as he shouted over and over, "You have the power!" and "We're going to take our country back!"

Back home, said the radio host, folks have been wondering, "What has gotten into Howard Dean?"

Vermonters are not the only ones pondering that question. After more than a year of nonstop visits to Iowa and New Hampshire on a threadbare budget, supported mainly by volunteers who had connected over the Internet, Dr. Dean, who began as an antiwar gadfly, has in the past month burst from his obscurity to rank among the top contenders in a crowded field of Democrats for the party's presidential nomination.

Thanks to his stunning surge as the top fund-raiser among the potential Democratic candidates in the second quarter, Dr. Dean now has a campaign budget to match those of more-established candidates like Senator John Kerry of Massachusetts and Representative Richard A. Gephardt of Missouri.

We're all familiar with the case Kerry is building against Bush on National Security with his team that includes Rand Beers, Gen. William Perry and Gary Hart. But, Kerry has also been working on an economic plan to hit the ground running in Jan. 2005.

John Kerry’s economic tutors rate him highly as a student, but admit that the Massachusetts Senator’s message still needs work.
For several months, Mr. Kerry has been coming to New York on a monthly basis not just to raise money, but to talk about it. He has assembled a high-powered team of advisers who he hopes can help him in forming an economic agenda for the 2004 campaign. The meetings, which are organized by financier Roger Altman, have included Gene Sperling and Laura Tyson, both chief economic advisers in the Clinton administration, and investment banker Felix Rohatyn.
Though each campaign consults with experts and informal advisers, participants in the Kerry meetings say that the candidate has, to a greater extent than his rivals, formalized his tutorial discussions. He has presided over regular corporate-style meetings to discuss developments and to plan for the days and weeks ahead. And participants say that Mr. Kerry has been the most aggressive of any of the Democratic candidates in seeking their advice.
"We’d like to see a Democrat win the election," said Alan Blinder, a professor of economics at Princeton University, who has not endorsed any candidate but was approached by Mr. Kerry. "And since Kerry is the one who’s asking, we’re prepared to help."
The general idea of the meetings has been not only to teach Mr. Kerry about the intricacies of making economic policy on the Presidential level, but to help in tailoring his oratory and policy prescriptions to changing events as the race progresses.
But the meetings also serve the function of projecting an image of seriousness on economic issues, which will be at or near the top of voters’ list of priorities going into the elections next year. This is not lost on Mr. Kerry’s campaign officials, who have suggested that his economic advisory group is "Clintonesque" because of the similarities it bears to the groups of smart-people-of-substance convened by former President Clinton before his election in 1992. Nor is the importance of that imagery lost upon the participants themselves.
"What’s exceptional about this is that the other candidates, for the most part, are focused on fund-raising and politics, and Kerry’s got this group of bright lights together to focus on policy," said one of the participants who is a Kerry supporter. "There’s nothing else like this that I know of."

6. Howard Dean
-He has been against Bush full time. His attacks on Bush have been candid, timely, and unrestrained.

-He is a doctor and can run circles around RNC anti-abortion BS.

-He is a doctor and can run circles around RNC anti-"socialized medicine" BS. He'll be able to offer a health plan that actually might work!

-I'm gay and getting married in 3 weeks. Because of Dean's bravery in signing civil union legislation (regardless of what critics say) This WILL become a legal reality for me here in Montana DECADES sooner than had Dean shirked his responsibility

-His campaign team is full of geniuses that know how to get the message, get the momentum, and get the money to take the campaign prime time.

-He's got the fire in his belly. He's going to win the nomination, and will win in Nov 2004.

NOT to say the others are bad guys. I like Kerry, and Gephardt, and Graham, and Clark. I think they're all fine men and would all beat Bush in the general, I just like Dean the best because he IS the best.

I've yet to flame another candidate or supporter.

My candidate has a progressive vision. Here are just a few of the points that have drawn my support:

Universal Health Care with a Single Payer Plan

Over 40 million Americans have no health care and 30 million more have only minimal coverage. Those with coverage often pay exorbitant amounts. The current profit-driven system, dominated by private insurance firms and their bureaucracies, has failed.

A Kucinich administration would establish streamlined national health insurance, Medicare for All. It would be publicly-financed health care, privately delivered. It would provide affordable prescription drugs, thanks to bulk purchasing. The General Accounting Office of Congress has concluded:

"If the U.S. were to shift to a system of universal coverage and a single payer, as in Canada, the savings in administrative costs would be more than enough to offset the cost."


Repeal of the "Patriot Act"

The "Patriot Act" is not what American patriots have fought and died for. To allow our Bill of Rights to be nullified without judicial supervision invites tyranny. The Attorney General has been handed unfettered power to wiretap, search, jail, and invade our most sacred right to privacy. The government must not be allowed, without probable cause or warrant, to snoop on our communications, medical records, library records, and student records.

Right-to-Choose, Privacy, and Civil Rights

In a Kucinich administration, a woman’s right-to-choose will be protected as essential to personal privacy and gender equality. Only those who agree to uphold Roe v. Wade will be nominated for the Supreme Court. Civil rights (and voting rights) enforcement will be intensified. Lesbians and gays will be afforded complete equality throughout society. Affirmative action will be maintained as a tool for racial and gender equality. Drug policy will emphasize treatment over criminalization, and not a rampaging war that erodes Constitutional freedoms, privacy, and law enforcement resources. An end to capital punishment will be sought.

Guaranteed Quality Education, Pre-K through College

Since education is the only proven way to reduce poverty, it is unacceptable that a child’s education be dependent on where they are born or the financial status of their family. The federal government spends only 2.9% of its budget on education. That will change under a Kucinich administration, because quality education is a core American right and value.

Education must emphasize creative and critical thinking, not just test-taking. Schools need money to decrease class size, increase teachers’ salaries, renovate decaying facilities, and include hands-on job training for those not going to college. Pre-K and after-school programs will get increased funding, and the soaring costs of college will be reversed.

Environmental Renewal and Clean Energy

Clean air and water, as well as an intact ozone layer, are not luxuries, but necessities for our children’s future.

A Kucinich administration will toughen environmental enforcement, support the Kyoto Treaty on global climate change, reduce oil dependence, and spur investment in alternative energy sources, including hydrogen, solar, wind, and ocean. Clean energy technologies will produce new jobs. Tax and other incentives will favor sustainable businesses that conserve energy, retrofit pollution prevention technologies, and redesign toxins out of their manufacturing processes. The right to know (for example, when food is genetically engineered) will supercede corporate secrecy. Globally, the U.S. will become a leader in sustainable energy production and a partner with developing nations in providing inexpensive, local, renewable energy technologies
