Firstly, they are saying that since Bush's tax-cuts are set to expire, the budget deficit will go down.
Secondly, they are saying that Bush's tax-cuts should be permanent.

oh yeah, clinton had SURPLUSES.
so he's cutting HIS OWN deficits, and only by half, and even that only by the time he leaves office for his second (oh dear god no) term.
and of course even this is just an optimistic proposal on his part....
