Need information regarding something I saw on the news

yesterday. It was either Faux, CNN or MSNBC..don't remember which one, but Newt was on, talking about some kind of scandle regarding the UN and the Oil for food program in Iraq. At one point Newt made a reference to France's right to "rob" or something like that....it was at that point that I started shouting at the TV. Newt sat there looking VERY pleased with himself...it was totally disgusting. Anyway, since I didn't catch the beginning of it, and was too busy shouting to hear the end...does anyone know anything about this? I have been looking over the internet but haven't found anything.
