That could be ANY administration, ANY official, OR agency! Makes it a somewhat meaningless question, imho.

Of course, some of what the US government did over the past 10 years could be described as "reasonable attempts" to prevent terrorism.
The question should ask if it did enough, or as much as one could reasonably expect, etc.
