Foreign occupation is a form of terrorism, but not necessarily the "most brutal."

The Khmer Rouge set a pretty high standard for the potential brutality of domestic political terrorism.

Esp. while the attacker is invading on the grounds that the existing regime represents an "outlaw nation"... all the while trying to dismantle any notion of international law.

Our Occupation Forces are, and have been, Terrorizing the Iraqi People, no doubt. But they have to be brutal. There's only a couple of hundred thousand of them and 20+ million Iraqis.

Bring the soldiers home. Now. Free the Iraqi People from our terror.

7. I absolutely agree that it is terrorism
And I have no patience with terrorism being spun to be purely the realm of non-state actors, and not state actors. Or, spun to be "what an Arab does." Terrorism is simply a strategy, like flanking manouvers -- anyone can employ it. But I can't agree that it's necessarily the most brutal form. The brutality scale depends on the action.
