Council-paid sex 'not working out'

AMSTERDAM — A 50-year-old disabled Tilburg resident — who is repaid by the municipal council any money he spends on sex with prostitutes — is having trouble finding a woman willing to offer her services.
For the man to be repaid, he needs to obtain a receipt from the prostitutes he visits and present it to the city's social services department. But he claims that the women do not want to offer him a receipt.
The man said the prostitutes only want to work for "black" money that does not need to be declared as taxable income to the government, newspaper De Telegraaf reported on Friday. Giving him a receipt means they will need to declare "services given".
The matter relates back to a Breda Court ruling in 1997 allowing the physically handicapped man claim a monthly sex allowance from the municipal authority.
The man had fought a seven-year battle to win the ruling and is allowed to claim from the council a maximum repayment of EUR 125 for prostitute-given sexual favours each month.
The man said visiting a prostitute means he has to use less medicine and that each visit gives him peace and rest.
