Lets look back in time two years. The war on terror was just beginning to ramp up and the quest by Donald Rumsfeld and the rest of the NeoCon hawks to spur the U.S. into a premetive attack on Iraq was well on its way.

He went further to say ."..particularly troubling in the midst of a difficult, dangerous war on terrorism. There is a risk that the ICC could attempt to assert jurisdiction over U.S. service members, as well as civilians, involved in counterterrorist and other military operations -- something we cannot allow."
Does this indicate that Rumsfeld was planning on allowing the use of extrodinary interrogation tactics as a means of collecting intelligence? It certainly appears that way. Because right now had we been part of this international court certainly Donald Rumsfeld and several others in the military intelligence leadership would be subject to prosecution for international crimes.
Clearly the actions of RUmsfeld and Wolfowitz were preparing to prosecute the "war on terror" utilizing all means of modern warfare including contemporary humniliation torture techniques and good old fashioned beatings.

"For a strong deterrent, it is critical that the U.S. be leaning forward, not back. We must be ready to defend our people, our interests, and our way of life. We have an obligation to protect our men and women in uniform from this court and to preserve America's ability to remain engaged in the world. And we intend to do so."
Bush literally unsigned the treaty at Rumsfled urgings. What type of conversations went down between Rumsfeld and Bush at this time. Was there and understanding that the methods exposed in the the recent torture photos were going to get the "green light"?
As Americans we should make every effort to find out.
