Let's not forget that we "outsource" torture too.
Former CIA Agent Bob Baer said in an interview that we outsource interrogation to the Syrians and other countries who aren't too squeamish about getting medieval during questioning. He said the U.S. and the CIA doesn't officially approve of torture, but we find others to do it for us. He also mentioned that at the time this administration was bullying Syria, Iran etc, the CIA, State and other agencies were trying to do the opposite thing. I believe he put it something like, "the CIA waslooking for allies, while the Bush administration was looking for targets."

I'll try to search out the interview and post it.
