Military infiltrated by Al-Qaeda?!?

I was reading this article about the Nick Berg murder, and noticed this quote...

"To see this poor soul beheaded is gruesome and barbaric," former U.S. Navy Judge Advocate Gen. Tim Susanin told Fox News. "We're really seeing the difficulty our troops are dealing with. They've now been infiltrated by members of Al Qaeda."

Am I reading that right?!? The American military has been infiltrated by Al-Qaeda?

There are no additional details before or after the quote to substantiate such an amazing statement.

Is this guy insane, or did he let slip something that the military might not want us to know about?

Does this refer to the newly-formed Iraqi police force put together by the Coalition? Or actual troops sent from the US to Iraq?

Or contractors?

5. Well, that's just as scary...

Isn't Iraq's ties to al-Qaeda one of the reasons that Bush, Inc. took us to war there in the first place? So, basically, this man is admitting that al-Qaeda really didn't show up until just recently.

Either this man is a completely out-of-touch moron (which may explain why he's a talking head on Faux,) or he just put a huge hole in the administration's war rationale.
