Congressional Procedure Question |

to authorize a congressional investigation, you need to have a majority vote on the floor of the house, right?
So it would not be possible for the democrats to have an investigation against the Bush administration without enough Republican support to get a majority vote to start the congressional investigation in the first place, right?
In reference to the Iraqi prisoner abuse investigations...

what if there are the same number of people of each party in the committee? For the Senate armed services committee, there are the same number of D's and R's, but the R's hold the chairmanship, of course.
