Don't you think that it's already planned.

The elevated levels are to CYA while THEY engineer it.

Then they can say "See. We told you... we have to stay the course
and defeat these terrorists. Even with all of our preparations
and warnings, those evil doers were STILL able to sneak a dirty
bomb into San Francisco and kill a whole bunch of liberals and
homosexuals, er, uh, I mean... god fearing good Americans. And
unless we get another 500,000 troops into the middle east and attack
the other sponsors of terror like Syria and Iran, we cannot grantee
peace at home (or Oil for our multinational oil companies... but
enough about that). So we just HAVE to re-elect Bush... and, oh,
BTW, we just captured Osama... those interrogation techniques that
everyone was hand wringing over a few months back... well they
produced RESULTS! We can't treat these evil doers with kid gloves

8. I've changed my opinion on the terror alert chart

after watching the 9/11 hearings. The communications gap between top and bottom was so complete that this kind of broadcasting seems like a reasonable, if hokey, solution.

I wouldn't mind seeing it more targeted to LEAs, but I don't trust the hierarchy enough to say we should ditch it altogether.

It is as stupid as war on drugs, or war on poverty. It means nothing.
