Bush promised to run his administration like a business, and he has--all the businesses he's ever run. He ran the US Government -- Military, Economy, Foreign Policy, et al into the ground. He has yet to be in charge of anything that has succeeded.
Should we be surprised? If shrubbie was a baseball player, we'd be calling people who hit below .200 hitting below the Bushline instead of the "Mendoza-line."
