I think he figured it would be a piece of cake job, and all he had to do was be "the guy everyone wanted to hae a beer with". Shit, it turned out to be really hard! That hasn't quite worked out for Rove, hence the desperation and all-stops methods of late. They won't have anything left in their bag of political tricks, by November. I'm sure Rove was hoping to save this latest barrage until just after Labor Day.
