This is all contingent on Bush winning. I think the odds of a Kerry draft are slim.
November 2: Bush elected
late November: rumors and news leaks circulate about a possible draft.
December: Bush orders a major increase of troops to Afghanistan and Iraq.
early January, 2005: Bush formally asks Congress to reinstate the draft, for young men only.
late March: Congress enacts a draft, mostly with Republican votes. Democratic amendments to include women fail, in large part due to lobbying by the religious right.
April: Draft boards convene
late April: draft notices are sent out.
October: first inductions begin.
January, 2006: First conscripts arrive in Iraq and Afghanistan to replace combat forces now fighting a new war in either Iran or Syria.

While serving in the mid to late 90's, clinton also used stop-loss.
