that AQ was stealing identities for their operatives to use. The article you link to says that one of these guys lost his passport...
Interesting.
There was also something similar going on in Kuwait when Iraq invaded. Some of the "disappeared" Kuwaitis' identities were being assumed by Iraqi intelligence people.
