Do you think Clinton wanted to invade Iraq in '98?

Trying to understand Clinton's position on Iraq is a difficult task at bet. But I am pretty sure he would have invaded in '98 if he would have had the political capital. But he didn't. His base wouldn't go for it, and the Republicans were not going to give him any victories.

Or am I crazy?

but hard to figure out if he meant it.

Clinton had zero capital to get from it as he wasn't going for re-election.

I think he's being somewhat supportive because Hillary
voted for the IWR and if he openly opposed it, it would
backfire on her. He pays lip service in terms of support
for invasion but he criticizes how it's being mismanaged.
