LIHOP= Let It Happen On Purpose. This suggests that Bush and crew had advanced knowledge that something was coming and dropped our defenses to let it through. They may not have known what the targets were or the severity of the attack.

MIHOP= Made It Happen On Purpose. Bush and crew drew up the plans, pushed all the levers, maybe even planted charges in the buildings to make sure they came down. Complete conspiracy from top to bottom. Completely under the control of the BFEE.

I am a LIHOP'er with ignorance as to the real outcome...in fact one person suggested that there was a SMALL ATTACK planed...and because the perpetrators found out they made the SMALL ATTACK into a BIG ATTACK...because those who did the BIG ATTACK knew everybody would be looking the other way in order to allow the SMALL ATTACK plan to happen????

Nearly all of Bush's inner circle (and their assistants) had, back in the late 1990s, publicly advocated radical, agressive action against Iraq and other MidEast countries, but they acknowledged they wouldn't be able to fully implement such a plan without what they called "something like a new Pearl Harbor."

Given such statements, their general reputation for ruthlessness and covert shenannigans, and some of the intelligence/security failures and other oddities around 9/11, some people have speculated:

LIHOP: Let It Happen On Purpose: The Bush people ignored warnings of some sort of terrorist action not simply out of colossal arrogance but in order to allow something they could use as an excuse for action (though they were likely caught off guard by the scale of the 9/11 attacks).

MIHOP: Made It Happen On Purpose: suggests a more active role, that the Bushies had a direct hand in the unfolding of events that day.

(PNAC = Project for New American Century, conservative think-tank with a lot of overlap with the current administration) used to have their documents on it, and they described their strategy with respect to a "new Pearl Harbor". I'd recommend checking it out, google should turn it up quickly. Whether you believe in LIHOP or MIHOP, understanding PNAC will help in understanding the admin's urge to get into Iraq.
