Federal money bails out Texas, comptroller says

AUSTIN - Crediting the federal government for its billion-dollar bailout awarded last week, Texas Comptroller Carole Keeton Strayhorn said Thursday that the state will have an additional $600 million in its treasury than lawmakers had expected when they began work in January.

In making her revised revenue forecast for the 2004-2005 budget cycle, Strayhorn laid to rest fears that the $9.9 billion shortfall would expand and force the Texas Legislature to make even deeper cuts in spending to balance the state's books.

"I do not intend to change this revenue estimate again in this regular legislative session," Strayhorn said during a news conference.

The announcement comes less than a week after a 10-member committee of senators and House members put the finishing touches on an $118 billion two-year budget that makes steep cuts in health initiatives, criminal justice and public safety programs and in higher education.

7. The opposite of old Democratic philosophy.
Didn't the Bostom Dems lavish largesse and attention on the districts that did NOT vote for them? Believing that it was better to make new friends than cement old enemies?

They were remarkably successful, I believe.
