The Repukes want Cheney out, because they see him getting Plamed, among other things. And they want McCain in.
But Cheney won't go. He is defying them because he doesn't want to go to prison. He knows they can steal the election again and he can remain in office permanently. And he has a lot of dirt on BushCo.
What to do?

1. Cheney won't go anywhere. |
|
He's the PRESIDENT. You can't take the PRESIDENT off the ticket at the last minute like this, especially if he is the incumbant. And while McCain whored out to Bush in some TV spots, I don't think he has the level of personal self loathing required to run with the man.

2. It's obvious Cheney's in charge. |

Bush* has no real grasp of whats going on. 42% vacation time. God doesn't get time off like that.

5. They do NOT want McCain in... |
|
They want someone who will submit to the neocon agenda, and McCain is too much of a loose cannon (the last thing the neocons want is a reformer with too much power).
My two cents...

6. That would be an admission of a mistake. |
|
Bush doesn't make mistakes. And Cheney would never get away with the "I want to spend more time with my family" excuse anyway, which is the only way you can leave this Misadministraton, apparently.
So, barring a massive coronary, Cheney is here to stay I think
