many studies have shown that the greatest danger to the arresting officer is right after the arrest. Even in cases where the crime is white collar, people tend to go nuts and attack the officer.
By having the hands behind the back, balance becomes more difficult, the body is not used to that position, and it seems to interfere with the fight/flight reflex.
This is done as much to protect the authorities as the perp (who can't run and hide, fight, steal the gun, etc)

I believe the Adelphia President (CEO?) was the first to be paraded in hand cuffs. This is done to publicly show that something is being done about corporate scandals whether it is or isn't.
People don't like seeing the white collar defendants walk in and out of court surrounded by their team of lawyers while the orange jumpsuit crowd comes in and out in cuffs.

I axed him that very question, his response was that everyone in Illinois, white blue red collar collars, everyone is handcuffed because of safety.
I don't know what studies he cited, but I can find out.

I know for a fact that in the case of people surrendering to the feds for a white collar crime that most are never handcuffed. Sorry but this is a nice little myth.
This little example is nothing more than a publicity stunt by the DOJ. It's nothing more than a photo-op.

...I'm GLAD they had him cuffed. Not doing so would have been obvious special treatment, which he does not deserve. How many petty criminals--especially those who happen to not be white--would get any kind of deference from the police?
