Bush peaked at nearly 89% after 9-11, not 60%.
I don't think he'd be in the low teens. The hard core conservative vote would still have stood by him and there is no way he would have fallen below the high 20's.
However, i would guess something more like the low to mid-30's is realistic. He was heading in that direction before the nutjobs hit those buildings. I think the economy would have caused a massive negative sentiment if he hadn't had the "war on terra" to prop him up. The Professor

I just don't see ANY president falling to the low teens. Just seems enormously unlikely.
Still, low 30's is pretty horrible, especially given that 20% who would vote for a Repub if JESUS was the democrat. The Professor

20. Now You Did It! We Have To Disagree Again!!!! |
|
Just kidding, but the data really seems to show that there is about 1/5th of the voting public on each side of the policial spectrum that would stay loyal to their ideological politicians, virtually without regard to actual facts or circumstances.
That's unfortunate, but the data is pretty convincing.
Hey, disagreeing like this is pretty OK, huh? Not exactly throwing bricks and calling names. Good thing, no? The Professor

had 9/11 not happened.
I think that is the only thing that kept him in the "graces" of the people. He got lucky. The rest of us died a little with each person that died

The anthrax mailings wouldn't have been scaled back, and he'd have killed more than a handful of his targets. That would have been used as justification to go after Saddam Hussein, and we'd be pretty much where we are now, with the people he whipped into a frenzy of fear over the Iraqis' nonexistent war machine loath to admit they were bamboozled by this bunch.
Remember, Bush needed a war. He grabbed power under extremely dubious and unprecedented circumstances, and only a war would cause the sheep to rallly around such a bad leader. That's the one lesson of history that his bunch have learned. Remember also that he's got Congress and the USSC in his pocket. There was little to get in his way as he ruined everything this country stood for.

Osama sends Bush's numbers sky high.
Bush sends Osama's (recruitment) numbers through the roof.
Osama then has resources to send Bush's numbers sky high again.
Whether this is intentional or not may depend on how much "tin foil" you'd like on your head, but there is no denying that these two make up a vicious cycle and they feed off each other.
