Bush is a cheerleader, not a leader.
Bush was a cheerleader in college, not an athlete.

What does a cheerleader do? Excite and incite fans.

Bush doesn't inform. He cheers. He aims to stir emotions. He exaggerates. He could care less about truth.

There's a big difference

Or something similar.
