80% of intelligence funds are controlled by the Department of Defense
I was just scanning this, Barbara Mikulski statement on the Senate intel committee report: http://mikulski.senate.gov/record.cfm?id=223713

And this jumped out:

"80% of intelligence funds are controlled by the Department of Defense"

The DoD has 5x the intelligence funding than The Central Intelligence Agency?

And the CIA was less wrong on Iraq than the DoD?

Can anybody explain what the DoD does with their intelligence funding?

"The CIA is the predominant intelligence agency, and the Director has authority over the whole shooting match. The community contains 15 different intelligence collecting organizations, over half of which belong to the Department of Defense. 80% of all intelligence funding is spent – and apparently wasted – by the Pentagon."

2. Who owns the satelites?
Spy satelites are expensive, and so is launching them. Does the funding for such satelites and launches come out of the DoD intel budget?

Then there is spy planes (like the one the Chinese captured) and submarines etc. When used on intel missions, I assume the costs are extracted from the DoD intel budget.
