So Saddam might have made weapons one day (actually, he could not have, but let's not bother with facts right now) , and then might have given those weapons to terrorists that might have then used those weapons to attack us.

And based on that careful, calcuated formula, we invaded the country?

Does that mean that I can go around shooting people who might try to hurt me at some point later on? What about people that might try to help other people who might try to hurt me? I'm going to need a lot of bullets.
