Aside from people food not being particularly good for bears, this encourages wild animals to hang around campgrounds and picnic areas, where, if they can't find food readily, they'll gladly take matters into their own paws. They have been known to rip apart tents and cars looking for it. Bear vs Toyota? No contest.
They do on occasion maul humans as well. No, she wasn't cited for a triviality.

On the other hand, she had already paid the fine, and even if she didn't the treatment she got was far too excessive.
