You might vote for cloture even if you opposed the bill if you figured it would be defeated or if you wanted somebody to actually take a stand. You might vote for cloture if you favored the bill and wanted to force a vote either to pass it or to get somebody else on the record. You might vote against cloture, if you were opposed to the bill but were afraid it might pass. You might vote against cloture if you favored the bill, but needed more time to round up the votes you needed to pass it.

Democrats voting yes: Miller (GA), Nelson (NE), Byrd (WV) Republicans voting no: Campbell (CO), McCain (AZ), Collins (ME), Chafee (RI), Sununu (NH), Snowe (ME)
This was a cloture vote so some will be able to say it was a procedural vote and claim they support both sides.
Kerry and Edwards were absent.

This was a motion to proceed. This would have opened up the bill to amendments and would have made there be weeks of amendments and debate instead of voting on the real issues in the country. It is just that Byry is against gay rights most of the time.

If you figure we had 2 more no votes if we needed them (Kerry and Edwards would have come if we needed). And they need 2/3rds to pass the Amendment.
I agree it is more bigots in the Senate than we want, but they can't call that any kind of victory. They wanted to get half at least and failed.

Now repukes have to decide whether or not to bring it to the floor for an up or down vote, which is what the dems want.

67 votes were required for the measure to pass since it is an amendment to the constitution.

33. There are two types of cloture, if I undestand correctly |

The first is when there is a motion to proceed which, if passed, allows the Senate to bring the issue to the floor and begin debating amendments and eventually final passage.
The second is to cut off debate and move to a final vote on the issue.
This one was the first one.

It would have been nice to actually see how they would vote. There were a lot of republicans who said they might vote no, but now can get out of it by saying they supported cloture vote. Apparently, some republicans were saying that this was a party loyalty vote and that all republicans should vote yes, even if they oppose the amendment. So, that may be why some republicans like Chuck Hagel voted yes.

They do usually leave around now on Wednesdays for their weekly party conferences. I think that the amendment will just go away for a while and they now move to consideration of the Australia free trade bill.
However, if the the Republicans agree to a vote on final passage on this text, then Democrats would let there be a final vote.
