It's the President.
President is the only one of those that has all the power of its office tied to one and only one person. He can make directives at his whim and binding executive orders. He controls our many federal agencies.
The Senate's power is divided amongst 100 people, the House is divided amongst 435, and the Supreme Court is divided amongst 9.

As for Congress, they have willingly given up their power to this fucking unelected tyrant.
Checks and balances don't work if they're voluntarily abdicated.

While it's easy to point out that Presidents appoint the courts, I have to remind everyone that appointees do not always tow the President's line. Several GOP appointees in our current SCOTUS have strayed far from what the party wants.
Everything that a President does can be turned back by the next guy. Presidential alterations to government come and go. Laws ruled on by courts can last nearly forever.
This is why Nader is a complete bastard.
